Headquarters Program Elements / Offices

The Department of Energy’s Program Elements and Offices are primarily located at DOE Headquarters in Washington, DC, L’Enfant Plaza, and Germantown, Maryland. The contacts listed in this section are the Small Business Program Managers (SBPMs) responsible for supporting engagement with their respective program elements or offices.

SBPMs assist small businesses in marketing their capabilities to the programs they support and, when applicable, to the DOE sites or facilities associated with those programs. DOE’s major mission program elements and offices are identified with an asterisk in the directory. The remaining offices listed are staff offices that support departmental operations. 

Contracting Activities / Offices

The Department of Energy has a decentralized procurement structure for acquiring goods and services. Contracting activities are carried out primarily through field contracting offices located across the DOE complex.

The Headquarters Procurement Services Office supports procurement for many program elements and offices located at DOE Headquarters. In addition to conducting procurements, many of these contracting offices administer the contracts of DOE’s Facility Management Contractors (FMCs) and other major site contractors identified in Section III of the directory. 

Facility Management Contractors (FMCs) and Other Major DOE Contractors

Facility Management Contractors (FMCs) are DOE prime contractors responsible for managing and operating national laboratories and major DOE field sites.

DOE spends approximately 80 percent of its procurement dollars through these contractors. FMCs support the mission of the facilities they operate and maintain independent purchasing authority to subcontract for goods and services using commercial purchasing practices.

DOE policy requires these contractors to flow down small business participation requirements and purchasing preferences so they can meet small business subcontracting goals.

Historically, these contractors were referred to as Management and Operating (M&O) contractors, as described in Federal Acquisition Regulation (FAR) Subpart 17.6. Today, most M&O contractors operate DOE national laboratories, which are Federally Funded Research and Development Centers (FFRDCs), along with several other major site management contracts. Office of Small Business Programs (OSBP)

The Office of Small Business Programs (OSBP) is responsible for promoting and advancing small business participation in Department of Energy acquisitions.

OSBP provides policy guidance, outreach, and program oversight to ensure that small businesses—including those in socioeconomic categories—have fair opportunities to participate in DOE prime contracting and subcontracting opportunities across the DOE enterprise.

The office works with program offices, contracting activities, and major contractors to strengthen supplier diversity and support DOE’s small business goals.
