  • On February 23, 2026, the Department of Energy (DOE) issued DOE Order No. 202-26-17, pursuant to section 202(c) of the Federal Power Act, to PJM Interconnection, L.L.C. (PJM). The order directs PJM, in coordination with Constellation Energy Corporation, to ensure Units 3 and 4 of the Eddystone Generating Station in Pennsylvania remain available for operation and to employ economic dispatch to minimize costs for the American people. This order is in effect beginning on February 24, 2026, through May 24, 2026.
     
  • On February 17, 2026, the Department of Energy (DOE) issued DOE Order No. 202-26-16, pursuant to section 202(c) of the Federal Power Act, to the Midcontinent Independent System Operator (MISO), in coordination with Consumers Energy. The order directs MISO to ensure that the J.H. Campbell coal-fired power plant in West Olive, Michigan remains available for operation and to employ economic dispatch to minimize costs for the American people. This order is in effect beginning on February 17, 2026 and continues until May 18, 2026.
     
  • On February 10, 2026, the Department of Energy (DOE) issued emergency DOE orders No. 202-25-1C and No. 202-25-2C, pursuant to section 202(c) of the Federal Power Act, to the Puerto Rico Electric Power Authority (PREPA). PREPA is ordered to operate specified generation units under certain circumstances, perform vegetation management, and asset management to ensure operational availability of specified transmission facilities. The orders are in effect beginning on February 10, 2026, and continue until May 11, 2026. 
     
  • On January 31, 2026, the Department of Energy (DOE) issued emergency DOE Order No. 202-26-15, pursuant to section 202(c) of the Federal Power Act, to Orlando Utilities Commission (OUC). The order was issued subsequent to OUC’s application. This order authorizes certain backup generating units located within OUC’s service areas to operate up to their maximum generation output levels notwithstanding air emissions or other permit limitations. The order is in effect January 31, 2026, until 10:00 a.m. EST on February 6, 2026.
     
  • On January 31, 2026, the Department of Energy (DOE) issued emergency DOE Order No. 202-26-14, pursuant to section 202(c) of the Federal Power Act, to the city of Lakeland, Florida, on behalf of Lakeland Electric (Lakeland). The order was issued subsequent to Lakeland’s application. In the event that Lakeland Electric determines that generation from the Specified Resources is necessary to meet the electricity demand that Lakeland Electric anticipates in its service area, Lakeland Electric can dispatch such unit or units and to order their operation only as needed to maintain reliability. The order is in effect January 31, 2026, until 10:00 a.m. EST on February 6, 2026.
     
  • On January 31, 2026, the Department of Energy (DOE) issued emergency DOE Order No. 202-26-13, pursuant to section 202(c) of the Federal Power Act, to Florida Municipal Power Agency (FMPA). The order was issued subsequent to FMPA’s application. The order authorizes certain backup generating units located within the FMPA service areas to operate up to their maximum generation output level notwithstanding air emissions or other permit limitations. The order is in effect January 31, 2026, until 10:00 a.m. EST on February 3, 2026.
     
  • On January 31, 2026, the Department of Energy (DOE) issued emergency DOE Order No. 202-26-12, pursuant to section 202(c) of the Federal Power Act, to Florida Municipal Power Agency (FMPA). This order was issued subsequent to FMPA’s application. This order authorizes FMPA’s generating units located within the FMPA region to operate up to their maximum generation output levels, notwithstanding air quality or other permit limitations arising under federal, state, or local law or regulation, or other applicable source of law. This order is in effect beginning on January 31, 2026, and shall expire at 10:00 a.m. EST on February 3, 2026.
     
  • On January 31, 2026, the Department of Energy (DOE) issued emergency DOE Order No. 202-26-11, pursuant to section 202(c) of the Federal Power Act, to Orlando Utilities Commission (OUC). The order was issued subsequent to Duke’s application. The order authorizes Duke’s generating units located within the Duke region to operate up to their maximum generation output levels, notwithstanding air quality or other permit limitations arising under federal, state, or local law or regulation, or other applicable source of law. The order is in effect beginning on January 31, 2026, and shall expire at 12:00 PM EST on February 3, 2026.
     
  • On January 30, 2026, the Department of Energy (DOE) issued emergency DOE Order No. 202-26-09, pursuant to section 202(c) of the Federal Power Act, to Homestead Public Services (HPS) Energy (HPS/Energy). The order was issued subsequent to HPS/Energy’s application. The order authorizes HPS/Energy’s generating units located within the HPS/Energy region to operate up to their maximum generation output levels, notwithstanding air quality or other permit limitations arising under federal, state, or local law or regulation, or other applicable source of law. The order is in effect beginning on January 30, 2026, and shall expire at 10:00 a.m. EST on February 3, 2026.
     
  • On January 30, 2026, the Department of Energy (DOE) extended emergency DOE Order No. 202-26-03A, pursuant to section 202(c) of the Federal Power Act, to ISO New England Inc. (ISO-NE). The order was extended subsequent to ISO-NE’s application. The order authorizes ISO-NE’s generating units located within the ISO-NE region to operate up to their maximum generation output levels, notwithstanding air quality or other permit limitations arising under federal, state, or local law or regulation, or other applicable source of law. This order is in effect beginning on January 30, 2026, and shall expire at 11:59 p.m. EST on February 14, 2026.
     
  • On January 30, 2026, the Department of Energy (DOE) extended an emergency Order No. 202-26-07A, pursuant to section 202(c) of the Federal Power Act, to Duke Energy Carolinas, LLC and Duke Energy Progress (collectively, Duke Energy). The order was extended subsequent to Duke Energy’s application. The order authorizes Duke Energy to direct backup generation resources at data centers and other large load customers to operate as a last resort before declaring an Energy Emergency Alert (EEA) 3 or during an EEA 3. The order is in effect beginning on January 30, 2026, and shall expire at 12:00 p.m. EST on February 3, 2026.
     
  • On January 29, 2026, the Department of Energy (DOE) extended emergency Order No. 202-26-02A, pursuant to section 202(c) of the Federal Power Act, to PJM Interconnection, L.L.C. (PJM). The orders were extended subsequent to PJM's application. The order allows PJM to run all electric generating units located within the PJM Region and to operate up to their maximum generation output levels, notwithstanding air quality or other permit limitations or fuel shortages during the pendency of this emergency. This order is effective upon its issuance and shall expire at 11:59 p.m. EST on February 2, 2026.
     
  • On January 29, 2026, the Department of Energy (DOE) extended an emergency Order No. 202-26-06A, pursuant to section 202(c) of the Federal Power Act, to PJM Interconnection, L.L.C. (PJM). The orders were extended subsequent to PJM's application. The order authorizes PJM to direct backup generation resources at data centers and other large load customers to operate as a last resort before declaring an Energy Emergency Alert (EEA) 3 or during an EEA 3. This order is in effect immediately and shall expire at 11:59 p.m. EST on February 2, 2026.
     
  • On January 29, 2026, the Department of Energy (DOE) extended emergency Order No. 202-26-05A, pursuant to section 202(c) of the Federal Power Act, to Duke Energy (Duke). The order was extended subsequent to Duke’s applications. The order authorizes Duke’s generating units located within the Duke region to operate up to their maximum generation output levels, notwithstanding air quality or other permit limitations arising under federal, state, or local law or regulation, or other applicable source of law. The order is in effect beginning on January 29, 2026, and shall expire at 12:00 p.m. EST on February 3, 2026.
     
  • On January 26, 2026, the Department of Energy issued an emergency Order No. 202-26-08, pursuant to section 202(c) of the Federal Power Act, to New York ISO (NYISO). The order was issued subsequent to NYISO's application. The order allows NYISO to run all electric generating units located within the NYISO Region and to operate up to their maximum generation output levels, notwithstanding air quality or other permit limitations or fuel shortages during the pendency of this emergency. This order is in effect beginning on January 26, 2026, and continues until February 2, 2026.
     
  • On January 26, 2026, the Department of Energy (DOE) issued an emergency Order No. 202-26-07, pursuant to section 202(c) of the Federal Power Act, to Duke Energy Carolinas, LLC and Duke Energy Progress (collectively, Duke Energy).   • On January 25, 2026, the Department of Energy (DOE) issued emergency Order No. 202-26-04 pursuant to section 202(c) of the Federal Power Act, to the Electric Reliability Council of Texas (ERCOT). The order was issued subsequent to ERCOT’s application. In the event that ERCOT determines that generation from the Specified Resources is necessary to meet the electricity demand that ERCOT anticipates in its service territory, ERCOT is directed to dispatch such unit or units and to order their operation only as needed to maintain reliability. This Order shall be effective upon its issuance, and shall expire at 11:59 PM EST on January 27, 2026.
     
  • On January 25, 2026, the Department of Energy (DOE) issued emergency Order No. 202-26-03, pursuant to section 202(c) of the Federal Power Act, to ISO New England Inc. (ISO-NE). The order was issued subsequent to ISO-NE’s application. The order authorizes ISO-NE’s generating units located within the ISO-NE region to operate up to their maximum generation output levels, notwithstanding air quality or other permit limitations arising under federal, state, or local law or regulation, or other applicable source of law.  This order is in effect beginning on January 25, 2026, and shall expire at 11:59 p.m. EST on January 31, 2026.
