This order is in effect beginning on August 28, 2025, and continues until November 26, 2025.
- On August 20, 2025, the Department of Energy (DOE) issued an emergency order, pursuant to section 202(c) of the Federal Power Act, to Midcontinent Independent System Operator (MISO). The emergency order directs MISO, in coordination with Consumers Energy, to ensure that the J.H. Campbell Power Plant in West Olive, Michigan remains available for operation, minimizing any potential generation shortfall that could lead to unnecessary power outages. This order is in effect beginning on August 21, 2025, and continuing until November 19, 2025.
- On August 14, 2025, the Department of Energy (DOE) issued two emergency orders extensions, pursuant to section 202(c) of the Federal Power Act, to the Puerto Rico Electric Power Authority (PREPA). The first emergency order extension directs PREPA to continue dispatching generation units necessary to maintain grid reliability and closing the gap in generation shortfall. The second order extension directs PREPA to continue performing vegetation management activities. These extension orders are in effect beginning on August 15, 2025, and continuing through November 12, 2025.
- On July 28, 2025, the Department of Energy (DOE) issued an emergency order, pursuant to section 202(c) of the Federal Power Act, to PJM Interconnection (PJM). PJM shall, in coordination with Talen Energy Corporation, operate Unit 4 at the Wagner Generating Station as PJM deems necessary beyond its environmental run-hour limitations through October 26, 2025.
- On June 24, 2025, the Department of Energy (DOE) issued an emergency order, pursuant to section 202(c) of the Federal Power Act, to Duke Energy Carolinas authorizing specific electric generating units (specified resources) located within the Duke Energy Carolinas area to operate at their maximum generation output levels due to ongoing extreme weather conditions and to preserve the reliability of bulk electric power system. The order is in effect until 10:00 PM ET on June 25, 2025.

The emergency order directs MISO, in coordination with Consumers Energy, to ensure that the J.H. Campbell Power Plant in West Olive, Michigan remains available for operation, minimizing any potential generation shortfall that could lead to unnecessary power outages.

The first emergency order directs the PREPA to dispatch generation units necessary to expand baseload generation for the island and maintain grid reliability, closing the gap in generation shortfall. The second order directs PREPA to perform vegetation management activities –that mitigate risk of shortages and fire – to help ensure operational availability of the Specified Transmission Facilities.
