Provide funding to the University of Colorado to make solar cells and measure their stability in reverse bias as well as under normal operating conditions and to develop strategies to improve the reverse bias resiliency of the devices. The project would be completed over two Budget Periods (BPs) with a Go/No-Go decision point in between each BP.
