Participants are public sector organizations who join as either Campaign Leaders or ESPC Champions.

ESPC Champions are public sector building owners that are, or are interested in, implementing an ESPC project. ESPC Champions leverage ESPC Campaign resources to achieve significant energy, environmental, and cost savings benefits through performance contracts.
