Office/Division Overview

This Bipartisan Infrastructure Law (BIL) position is in the Carbon Transport and Storage division in the Office of Carbon Management Technologies, Office of the Deputy Assistant Secretary for Carbon Management, Office of Fossil Energy and Carbon Management (FECM).  The Carbon Transport and Storage division focuses on the implementation of programs for the development of infrastructure safe storage, handling, and transport of carbon dioxide as it relates to decarbonization and meeting net-zero targets.

Job Description

The incumbent in this position will:

  • Serve as a subsurface resources management expert.
  • Support the Carbon Storage Validation and Testing Program Manager by leading and integrating research, development, and demonstration conducted through multi-organizational efforts such as Science-informed Machine Learning for Accelerating Real-Time Decisions, National Risk Assessment Partnership, and Energy Data exchange with commercial-scale storage facilities.
  • Assist the Program Manager in analysis and tracking of the progress and development of a portfolio of geologic storage facilities with associated transport infrastructure, with specific responsibility for supporting the planning, project tracking, portfolio analysis, and budget execution of the Program.
  • Serve as a technical expert, providing sound advice on a broad range of topics to help guide senior leadership decision-making. The incumbent will also support various collaborative activities across government, the private sector, and internationally to support project development and support community engagement.
  • Serve as technical and programmatic support for FECM and Department of Energy senior leadership as necessary, ensuring the portion of the program they are responsible for are aligned with achieving office and departmental objectives.

Knowledge, skills, and abilities associated with this position:

  • Expert knowledge of or expertise in computational tools and risks with associated subsurface geologic and reservoir operations including understanding of near- and far-field.
  • Expertise in subsurface exploration, development, characterization, monitoring, and associated project implementation requirements.
  • Understanding of computational and science-based machine learning tools and technologies for validating and deploying tools and technologies as part of the data infrastructure system being developed for efficient and rapid carbon storage deployment.    
  • Experience and leadership capabilities in the design of local, regional, and national geologic storage infrastructure and the impacts of variable source operations on the storage operations.
