This environmental assessment (EA) provides sufficient evidence and analysis for the Department of Energy (DOE)/National Nuclear Security Administration (NNSA) to conclude that potential adverse effects from the upgrade of the distribution system within plant boundaries and the construction of a 10-inch gas main off the plant site for a length of 8.6 miles would be minimal, under normal conditions.

The United States Department of Energy (DOE) conducted an Environmental Assessment (EA) and Notice of Wetland Involvement (NOWI) that analyzed the potential environmental impacts associated with the construction and operation of a proposed lignocellulosic biorefinery near Emmetsburg, Palo Alto County, Iowa. DOE, through its Golden Field Office, in Golden Colorado, would provide funding to POET Project LIBERTY, LLC, an Iowa based corporation, to support the construction and initial operation of the proposed plant. All discussion, analysis, and findings related to the potential impacts of construction and operations of the proposed lignocellulosic biorefinery, including the applicant-committed mitigation measures, are contained in the Final EA and NOWI and the associated Mitigation Action Plan (MAP). The Final EA and NOWI and MAP are hereby incorporated by reference.
The Department of Energy (DOE) proposes to provide financial assistance (the Proposed Action) to POET Project LIBERTY, LLC (POET) for the construction and operation of the lignocellulosic ethanol production facility (Project LIBERTY) near the City of Emmetsburg, Iowa.
Pursuant to Council on Environmental Quality regulations (CFR Parts 1500-1508) implementing the procedural provision of the National Environmental Policy Act, the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) has prepared an Environmental Assessment (EA), (DOE/EA-1616) for providing funding for the proposed Carbon Research Center (CRC) project to be located at the existing Power Systems Development Facility (PSDF) owned and operated by Southern Company Services, Inc., near Wisonville, Alabama.
