The U.S. Department of Energy (DOE) conducted this environmental assessment to address the possible incremental environmental effects of the proposed standards on residential buildings constructed for the federal sector. If promulgated by the DOE, the proposed standard would serve as an interim mandatory standard for federal sector construction of residential buildings and as voluntary guidelines for the private sector.
The Department of Energy prepared an environmental assessment (EA) of the proposed interim standards. The EA addresses the possible incremental environmental effects attributable to the application of the proposed interim standards to the design of new federal residential buildings.
The U.S. Forest Service of the Department of Agriculture, has prepared an environmental assessment (EA) which evaluates the potential impacts associated with a request from the Department of Energy (DOE) for transfer of control of occupancy and use of 6,021 acres of land of the Sumter National Forest adjacent to DOE's Savannah River Plant, Aiken, South Carolina. The EA has been adopted by the DOE following its independent review.
Lawrence Livermore National Laboratory (LLNL) has assessed the environmental effects of a proposed series of liquified ammonia and nitrogen textroxide spill tests. This short-term program of field experiments is designed to simulate accidental releases of these materials from pressurized transport and storage vessels. The information gained from these studies is needed to determine the safety problems presented by accidental spills and to develop better models to predict the dispersion behavior of these heavy gases.
The Department of Energy (DOE) proposes to resume operation of L- Reactor at its Savannah River Plant at Aiken, South Carolina, as soon as it is ready for operation, scheduled for October 1983. The environmental impacts of the resumption of operation have been evaluated in an environmental assessment (DOE/EA-0195), prepared in accordance with the National Environmental Policy Act of 1969 (NEPA) as implemented by regulations promulgated by the Council on Environmental Quality (CEQ) (40 CFR Parts 1500-1508, November 1978) and DOE implementing guidelines (45 FR 20694, March 28, 1980). Based on the analysis in the assessment, DOE has determined that the proposed resumption of L-Reactor operation is not a major Federal action significantly affecting the quality of the human environment. Therefore, no environmental impact statement is required.
The Department of Energy (DOE) has prepared an environmental assessment (DOE/EA-0179) on the proposed selection of borosilicate glass as the Defense Waste Processing Facility (DWPF) waste form for the immobilization of the high-level radioactive wastes generated and stored at the DOE Savannah River Plant (SRP), Aiken, South Carolina. DOE recently decided to immobilize the SRP high-level radioactive wastes in the DWPF in preparation for transport to and disposal in a Federal repository (Federal Register, p. 23801, June 1, 1982). Selection of the DWPF waste form is the next step in the implementation of the disposal strategy. Based on the analyses in the assessment and in the environmental impact statement (DOE/EIS-0082) for the DWPF at SRP, a proposed finding of no significant impact has been prepared. The EA and proposed finding are being made available for public review before the Department makes its final determination on whether to prepare an EIS. The public review period will close *32779 August 30, 1982. Following completion of the public review period, DOE will make its final determination whether to prepare an EIS.
The EPCA, as amended, by NEPCA requires that DOE prescribe energy efficiency standards for thirteen types of consumer products; such as refrigerators, freezers, water heaters, air conditioners, etc. This EA addresses the potential environmental impacts of all thirteen types of consumer products.
