The U.S. Department of Energy (DOE) is proposing to provide federal funding to Sistine Solar, Inc. to design, develop, test and manufacture SolarSkin, an add-on layer to conventional solar panels that both transmits incident light and reflects back a vibrant image, allowing customers to change the look of their solar panels. A previous NEPA Determination (GFO-0007187-001; CX A9, B3.6; 09/11/15) reviewed all activities excluding outdoor testing and demonstration pending submission of specific location information for additional NEPA review. This NEPA Determination is to review the remaining project activities and their locations.

Proposed activities include outdoor exposure testing and post-exposure inspections at two existing facilities operated by a 3rd party contractor, Atlas Weathering Services Group. In addition, Sistine Solar would lease an indoor unit at the Extra Space Storage facility in Somerville, MA adjacent to their current warehouse space to accommodate growing production of solar panels plus equipment and miscellaneous supplies.
