Energy Savings Performance Contract ENABLE Energy Service Companies

NOTE: On March 12, 2025, GSA published an Advanced Notice for MAS Refresh 25 and Upcoming Mass Modification detailing the removal of ESPC ENABLE. As a result, existing projects may be impacted, and the information below may no longer be completely accurate. Engage your Federal Project Executive (FPE) to learn ways FEMP can assist you.

Energy Savings Performance Contract (ESPC) ENABLE projects use the General Services Administration's (GSA) Supply Schedule SIN 334512 to select a qualified energy service company (ESCO). The following is a current list of ESPC ENABLE ESCOs.*

ESPC ENABLE ESCOs

d Firm is a U.S. Department of Energy (DOE) indefinite-delivery, indefinite-quantity (IDIQ) ESCO.
s Firm is a small-business ESCO.

How to Become an Eligible ESPC ENABLE ESCO

The ESCO is required to complete a two-step qualification process to become an eligible ESPC ENABLE service provider. The process includes:

  1. Becoming a DOE-qualified ESCO
  2. Being awarded a contract under the GSA schedule.

The Federal Energy Management Program (FEMP) maintains a qualifications process for ESCOs that are interested in offering ESPC services. Any ESCO on the GSA Supply Schedule SIN 334512 is required to be DOE qualified before being issued a GSA Schedule award.

Once it is determined that an ESCO meets the DOE qualification criteria, it can begin preparing an offer to be awarded a GSA Schedule contract. GSA Supply Schedule SIN 334512 requires potential vendors to review all solicitation-related documents and submit all items required in those documents.
