The Western Power Administration proposes to upgrade approximately 78 miles of 115-kV transmission line between the Beaver Creek Substation, east of Brush, Colorado; the Hoyt Substation, west of Hoyt, Colorado; and the Erie Substation, near Brighton, Colorado. Western prepared an environmental assessment for the proposal.

Beaver Creek-Hoyt-Erie 115-kV Transmission Line Upgrade, Morgan and Weld Counties, Colorado
This is the mitigation action plan (MAP) for use during construction of the Beaver Creek-Hoyt-Erie transmission line upgrades, including right-of ways (ROWS), hydrology, vegetation, construction debris and dewatering, landscape engineering, borrow pits and recommended procedures for Raptors and powerline construction.
The U.S. Department of Energy (DOE) Strategic Petroleum Reserve (SPR) prepared an Environmental Assessment (EA) (Attachment A) in response to a proposal to modify the West Hackberry (WH) Raw Water Intake Structure (RWIS) located near Hackberry, Louisiana. Based on the results of the EA and implementation of mitigation activities, the DOE has determined that the proposed action may result in short-term, direct environmental impacts to wetlands, biological and ecological resources, and water resources, with no potential long-term or permanent direct impacts to facility permits.

This environmental assessment (EA) provides sufficient evidence and analysis for the Department of Energy (DOE)/National Nuclear Security Administration (NNSA) to conclude that potential adverse effects from the upgrade of the distribution system within plant boundaries and the construction of a 10-inch gas main off the plant site for a length of 8.6 miles would be minimal, under normal conditions. A Finding of No Significant Impact is appropriate for the proposed action.

Burleigh County Wind proposes to build a wind energy center consisting of wind turbines, collection subtransmission lines, and a collection substation. Western would construct facilities to support the interconnection at the Garrison-Bismarck 230-kV Transmission Line. Central Power Electric Cooperative (Central Power), a Basin member, would construct a 230-kV, high voltage transmission line between the proposed wind energy center and Western’s interconnection facility.
