Western Area Power Administration proposes to construct the new 115-kilovolt Willoby Substation in Weld County, Colorado. The proposed substation would replace the Prospect Valley Tap structures at the juncture of the existing Kiowa Creek-Well 115-kilovolt transmission line and the Prospect Valley-Prospect Valley Tap 115-kilovolt transmission line.
