CESER Releases Strategic Plan for Fiscal Years 2026 to 2030

U.S. Department of Energy’s (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER) published its first ever five-year Strategic Plan, a bold roadmap designed to fortify the U.S. energy sector against an increasingly complex threat landscape. The comprehensive strategy reaffirms CESER’s core mission: to strengthen the security and resilience of American’s energy sector.

“Under President Trump’s leadership, DOE is focused on building a more affordable, reliable, and secure energy system for the American people,” said Alex Fitzsimmons, Acting Under Secretary of Energy and CESER Director. “The CESER Strategic Plan reflects the Department’s commitment to provide timely and actionable information to the energy sector, develop world-class security technologies, harden U.S. energy infrastructure, and respond and recover from incidents. Together with our industry partners, we can protect critical energy infrastructure from emerging threats and usher in a Golden Era of American Energy Dominance.” 

CESER’s targeted priorities and expert capabilities allow it to deliver timely, actionable information to industry partners, empowering the energy sector to stay ahead of threats. This critical communication and collaboration serves as a guiding principle to CESER’s three strategic goals.

  • Goal 1: Develop World-Class Security Technologies — CESER partners with utilities to develop practical, scalable technologies designed to protect energy infrastructure.
  • Goal 2: Harden U.S. Energy Infrastructure — CESER’s efforts to harden the energy system include establishing cybersecurity measures to protect against energy disruptions and failures, ensuring infrastructure’s physical security, and developing prototypes to recover from disruptions.
  • Goal 3: Respond and Recover from Incidents — CESER is the lead U.S. government coordinating agency for the energy sector during emergencies, which includes emergency preparedness and response readiness for natural disasters, physical attacks, or cyber incidents.

CESER’s Strategic Plan aligns with and implements President Trump’s Cyber Strategy for America, including through pillars four, five, and six to secure critical infrastructure, sustain superiority in critical and emerging technologies, and build talent and capacity. 

CESER leads the Department’s statutory role as the Sector Risk Management Agency for the energy sector. Through the initiatives outlined in its five-year Strategic Plan, CESER will continue to advance a secure and resilient energy future for all Americans.
