Acting Chief Counsel, Loan Programs Office
Serving as Acting Chief Counsel, Jeff Layman joined the Loan Programs Office at the Department of Energy in August 2024. He has over 28 years of experience practicing as an attorney advising on first-of-kind energy, natural resources and infrastructure project financings. He has held executive roles with companies in the LNG, commercial aviation and financial sectors, including Venture Global, Inc., The Boeing Company, and the International Finance Corporation (World Bank Group). Jeff practiced law with leading international firms for nearly two decades, including as a partner and China Chief Representative at Baker Botts LLP. He is an Affiliated Scholar at the Center for East Asian Legal Studies at UC Law San Francisco. Over the course of his career, he has represented a broad spectrum of clients on investments in the Asia Pacific region, including sponsors, contractors and lenders in the development, construction and financing of infrastructure projects. Jeff received his BA from Claremont McKenna College and JD from UC Law San Francisco.
