The U.S. Department of Energy supports a number of grant, loan and financing programs. These Standard Terms and Conditions comply with 2 CFR 200.211(c) and provide a common set of financial assistance terms that can be applied to all applicable DOE awards.

Funding Opportunities by Office

    The Office of the Under Secretary of Energy deploys energy infrastructure investments to communities around the country. These efforts aim to renew our nation's infrastructure, rebuild domestic manufacturing, create jobs, and increase American competitiveness. 

  • Advanced Research Projects Agency-Energy funding opportunity banner

    The Advanced Research Projects Agency-Energy (ARPA-E) is positioned to go where the market can't or won’t yet go. Bound by no technical area or generative source, our programs interrogate unmapped opportunities across the full energy ecosystem. Our funding is predicated on the rigorous assessment of scientific merit and challenges of realization.

  • American manufacturing

    The Office of Energy Efficiency and Renewable Energy (EERE) invests in research and development to lower the cost of energy technologies, protect the private sector from financial risk, and help America build and sustain an integrated energy system that is reliable, resilient, and secure​. ​

  • Carbon Dioxide Pipelines

    The Office of Fossil Energy (FE) invests in research, development, demonstration, and deployment projects to reduce emissions from fossil energy production and use and key industrial processes, while strengthening U.S. energy and critical minerals security. DOE’s National Energy Technology Laboratory coordinates most of the research and development procurement activities for FE.

    TheFederal Energy Management Program (FEMP) provides direct funding to Federal agencies through the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) program.

    AFFECT offers grants for developing energy and water efficiency projects and processes at U.S. Federal government-owned facilities.

    The AFFECT program supports energy and water efficiency upgrades in Federal buildings through affordable solutions, public-private partnerships, and best practices. 

  • Transmission planning and funding

    The Grid Deployment Office (GDO) works to catalyze the development of new and upgraded electric infrastructure across the country by maintaining and investing in critical generation facilities; developing and upgrading high-capacity electric transmission lines nationwide; and deploying transmission and distribution infrastructure and technologies. GDO acts as a partner with states, Tribes, territories, industry, communities, and other energy sector stakeholders to deploy solutions to lower energy costs and improve grid reliability and resilience.

    The Office of Indian Energy (IE) provides financial assistance on a competitive basis to develop and deploy energy infrastructure and technology, as well as a no-cost technical assistance program.

    The Office of Manufacturing and Energy Supply Chains (MESC) is currently funding more than 375 projects focused on workforce training and manufacturing expansion. These efforts span batteries, grid components, critical minerals processing and recycling, energy generation, nuclear power, buildings and energy efficiency, transportation and industrial materials.

    The Office of Science (SC) issues many announcements each year to solicit research proposals from colleges and universities, non-profit and for-profit research organizations, DOE’s national laboratories, small businesses, and other federal research organizations.

    The Office of Science issues two types of funding announcements:

    • Funding Opportunity Announcements, which may be open to one or more institution types (please read the eligibility requirements in a given FOA for details); and
    • DOE National Laboratory Announcements, which are open only to DOE laboratories.
