
Jessica Falcon is NNSA’s Acting Associate Administrator / Director of the Office of Preparedness, a position she has held since June 2025. She has over 20 years of civilian service, leadership, and emergency management experience.
Ms. Falcon comes to NNSA from the Department of Health and Human Services’ (HHS) Administration for Strategic Preparedness and Response (ASPR). During her time with ASPR, she established the Office of Security, Intelligence, and Information Management and served as the Deputy Assistant Secretary for the office. In this role, she led the initial stages of data and analytics for the COVID-19 response; established operational intelligence for ASPR; transitioned COVID-19 security operations from Department of Defense to ASPR; and led the public and private partnership for the Healthcare and Public Health Sector.
Before joining HHS, Ms. Falcon served 16 years at the Department of Homeland Security (DHS) where she held multiple roles. These roles included leading chemical, compliance, and security professionals in the implementation of the Chemical Facility Anti-Terrorism Standards regulation; enhancing the risk methodology to assess risk at chemical facilities; and leading the budget formulation, execution, and operational planning for the Office of Infrastructure Protection. She began her career with DHS as a federal law enforcement officer with the Federal Protective Service, which included deploying in response to Hurricane Katrina.
Ms. Falcon holds a Bachelor of Arts in justice studies form Arizona State University and a Master of Arts in security management from American Public University.
