Description:

The public is invited to observe a consultation on May 1, 2024 (6 to 8 p.m.), between the Nuclear Regulatory Commission (NRC) and Department of Energy (DOE) on the Draft Basis for Section 3116 Determination for Closure of the Calcined Solids Storage Facility at the Idaho National Laboratory Site (Draft CSSF 3116 Basis Document), which addresses the classification of calcine remaining in six bin sets following retrieval. The Draft CSSF 3116 Basis Document will provide a technical basis to demonstrate that the Calcined Solids Storage Facility (CSSF) bins (including integral equipment), transport lines, and any residual calcine therein (after removal of the calcine and stabilization with grout) may be disposed of (i.e., closed) in place as low-level radioactive waste (LLW) in accordance with Section 3116 of the “Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005” (hereafter referred to as NDAA Section 3116). NRC consultation provides an independent technical review of the Draft CSSF 3116 Basis Document. DOE will carefully consider both public comments (that were received from October 28 – December 11, 2023) and NRC’s consultation comments when conducting revisions of analyses and technical documents to prepare a Final CSSF 3116 Basis Document.
