Shell WindEnergy, Inc. (SWE or applicant) submitted a request to the U.S. Department of the Interior, Bureau of Land Management (BLM), Rawlins Field Office for a right-of-way (ROW) on BLM-administered lands (Proposed Action). SWE proposes to construct, operate, and maintain the Sand Hills Wind Energy Facility (Facility) in Albany County, Wyoming. The Facility, which would be located approximately 30 miles west of Laramie, would have an aggregate nominal nameplate generating capacity of up to 50 megawatts (MW) of electricity and would include up to 25, 2.0-MW wind turbines.This Environmental Assessment (EA) has been prepared to analyze the environmental consequences of the Proposed Action. The EA is a site-specific analysis of potential impacts that could result from the implementation of the Proposed Action. This EA is being prepared in compliance with the National Environmental Policy Act of 1969 (NEPA), as amended (42 United States Code [USC] 4321 et seq.), and its implementing regulations found in 40 Code of Federal Regulations (CFR) Part 1500–1508. This EA assesses the environmental impacts of the Proposed Action, two project alternatives and a No Action alternative, and guides the decisionmaking process. The BLM is the federal lead agency responsible for conducting the environmental review under NEPA, and Western is a federal cooperating agency on the EA.
The Department of Energy has issued a Supplemental Environmental Assessment and has prepared a Finding of No Significant Impact for three site development projects at the National Renewable Energy Laboratory's South Table Mountain site at Golden, Colorado. 1) Construction of the Research Support Facilities, a new office building or multi-building office complex; 2) Installation of phase 1 of planned Site Infrastructure Improvements (Phase 1 of Full Site Development); and 3) Upgrades to the Thermochemical User Facility (TCUF), TCUF High Bay area, and addition of the Thermochemical Biorefinery Pilot Plant.
The United States Entity has decided to supplement an earlier decision regarding the Canadian Entitlement. The United States Entity issued a Delivery of the Canadian Entitlement Record of Decision (ROD) on November 8, 1996. The ROD was based on the Delivery of the Canadian Entitlement Environmental Impact Statement (DOE/EIS- 0197, issued in January 1996). The November 1996 ROD announced the United States Entity decision to fulfill its obligation under the Columbia River Treaty (Treaty) between Canada and the United States of America (United States) by delivering the full Canadian Entitlement (Entitlement) at existing transmission interconnections between the United States and Canada near Blaine, Washington, and Nelway, British Columbia (BC). The November 1996 ROD also replaced an earlier March 12, 1996, ROD.
The U.S. Department of Energy (DOE) is proposing to provide Federal funding through the Community Renewable Energy Deployment Program to the City of Montpelier for the design, permitting, and construction of a combined heat and power (CHP) and district energy system. The proposed project would include the operation of a new biomass renewable energy facility located on the site of the existing State Boiler Plant with a system of distribution pipes that would deliver heat to a complex of both State-owned and City-owned municipal buildings and schools. This EA analyzes the foreseeable environmental impacts of the proposed project and the alternative of not implementing this project (the No-Action Alternative), including the construction of a new heat plant and district energy system within a 100-year floodplain.
