The proposed action evaluated in this environmental assessment (EA) is the U. S. Department of Energy (DOE) conveyance of approximately 336 acres of excess property (i.e., property not needed to fulfill DOE current or foreseeable future requirements) known as Parcel ED-6 to the city of Oak Ridge, Tennessee. The purpose of the proposed action is to transfer DOE-Oak Ridge Office real property for economic development.
The National Nuclear Security Administration (NNSA) Y-12 Site Office proposes to replace the existing coal fired boiler steam plant at the Y-12 National Security Complex (Y-12 Complex) with a new centralized steam plant using natural gas fired, packaged boiler systems as part of the Steam Plant Life Extension (SPLE) Project - Steam Plant Replacement (SPR) Subproject.
The U.S. Department of Energy (DOE) is proposing to provide partial funding for (1) the design and construction of a biomass (switchgrass [Panicum virgatum]) storage, handling, and conveying system into the boiler at the Ottumwa Generating Station (OGS) near Chillicothe, Iowa; (2) operational testing of switchgrass as a biomass co-fire feedstock at OGS; and (3) ancillary activities related to growing, harvesting, storing, and transporting switchgrass in areas of the Rathbun Lake watershed.
This Environmental Assessment (EA) documents an analysis of the potential effects of
a proposal by the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office (NNSA/NSO), to conduct tests and experiments involving the release of biological simulants and low concentrations of chemicals at various locations within the Nevada Test Site (NTS).
