Nevada Power Company (Nevada Power) is proposing to use Federally-administered
lands and interconnection requests to the Federal power system. Therefore, the lead
agency, Bureau of Land Management (BLM) along with cooperating agencies, Bureau of
Reclamation (USBR) and Western Area Power Administration (Western), have prepared
this Environmental Assessment (EA) as part of their decision-making process.
The Department of Energy (DOE) has prepared an Environmental Assessment (EA), DOE/EA-1437, evaluating the environmental effects of the proposed fabrication, assembly and operation of a National Compact Stellarator Experiment (NCSX) within the existing C-Stellarator (CS) Building at C-Site of the Princeton Plasma Physics Laboratory (PPPL), Princeton, New Jersey. The purpose of the NCSX is to provide an experimental device to investigate the attractiveness of a compact stellarator as the basis for a fusion power reactor. Fusion energy has the potential to help compensate for dwindling supplies of fossil fuels, the eventual depletion of fissionable uranium used in present-day nuclear reactors, and the limitations of solar, hydro and wind alternatives.
This Mitigation Action Plan (MAP) is part of the Finding of No Significant Impact (FONSI) for the Albany-Burnt Woods and Santiam-Toledo Pole Replacement Project. The project involves replacing wood pole structures on about 26 miles of the Albany-Burnt Woods single-circuit, 115-kilovolt (kV) transmission line and about 21 miles of the Santiam-Toledo single circuit, 230-kVtransmission line in Linn, Benton and Lincoln counties, Oregon.
The proposed project includes replacing existing transmission line tower structures, installing new structures, and adding new electrical conductors and fiber optic cables. As a consequence of these activities, ground disturbance may result from grading areas for structure placement, constructing new roads, improving existing roads for vehicle and equipment access, and from installing structures, conductors, and fiber optic cables.
The Northern Loop Project proposed by VELCO involves upgrades in Vermont at three existing substation1 locations (St. Johnsbury, Irasburg and Highgate), additional line equipment at two tap2 points (Mosher’s Tap in Newport and the St. Albans Tap) and an upgrade of an existing 6.47-mile, 48-kilovolt (kV) transmission line, located between VELCO’s Irasburg Substation iiand Mosher’s Tap, to accommodate a new 115-kV transmission circuit.
