Summary
DOE prepared DOE/EA-1350, an environmental assessment that analyzed the potential environmental impacts of the proposed construction and operation, at Naval Petroleum Reserve Number 3 (NPR-3, “Teapot Dome”), of a subterranean oil production facility with radiating horizontal wells, and the related reclamation and restoration of the site. Public Law 94-258 required that NPR-3 and two other petroleum reserves be fully developed and produced at their maximum efficient rate, consistent with sound engineering practices, for a period of 6 years, subject to extension in 3-year increments.
