Inspector General Semiannual Report to Congress, October 1, 2005-March 31, 2006
I am pleased to present the Office of Inspector General's (OIG's) combined Fiscal Year 2004 Annual Performance Report and Fiscal Year 2005 Annual Performance Plan. In Fiscal Year 2004, the Department was ranked first among all cabinet agencies in implementing the President's Management Agenda. We are proud to have played a critical role in assisting the Department in this accomplishment. Specifically, the OIG provided the Department's managers with recommendations to improve program performance and accountability in each of the President's Management Agenda initiatives, the Secretary's mission priorities, and the OIG-identified management challenges.

am pleased to provide the Office of Inspector
General’s (OIG) Semiannual Report to Congress
for the reporting period ending September 30,
2005. This report highlights our most significant
accomplishments in identifying areas of
Department of Energy operations most vulnerable
to waste, fraud, and mismanagement.
During this reporting period, we continued to
assist the Department’s management in addressing
its mission-related priorities. As a direct result of
our audits and inspections, significant opportunities
for programmatic cost savings, operational efficiencies,
and enhanced results were identified. We issued 48 audit
and inspection reports, which contained recommendations
identifying over $247 million in savings. In addition, we referred 17 investigations for
prosecution and had 6 criminal convictions. Our work led to the recovery of over
$5.6 million in fines, settlements, and restitutionsc=tru

Our office continues to work vigorously in support of the Department and its mission. During FY 2005, we issued 99 audit and inspection reports containing recommendations for over $619 million in savings; referred 31 criminal cases for prosecution; obtained 14 convictions; recovered over $27.4 million in fines, restitutions and settlements; and, addressed over 1,300 complaints and concerns from employees, contractors and citizens regarding Departmental operations. All of our work is designed to assist the Department in effectively managing its national security complex. My staff and I appreciate the critical importance of the Department of Energy’s activities. We
