The Office of Fossil Energy and Carbon Management gives notice of receipt of an Application filed on November 29, 2023, by Magnolia LNG, LLC (Magnolia), seeking long-term multi-contract authorization to export domestically produced liquefied natural gas (LNG) up to the equivalent of 449 billion cubic feet (Bcf) of natural gas per year (approximately equivalent to 1.23 Bcf/per day) to Non-Free Trade Agreement (Non-FTA) countries.  Magnolia proposes to export LNG from the Magnolia LNG Project to be located near Lake Charles, Louisiana to any country that has, or in the future will have, the capacity to import LNG via ocean-going carrier, with which the United States does not have an FTA requiring national treatment for trade in natural gas, and with which trade is not prohibited by U.S. law or policy.  The authorization is requested for a term extending through December 31, 2050. Magnolia requests this authorization on its own behalf and as agent for other parties that hold title to the LNG at the time of export. A Federal Register Notice will be issued for the application.
