November 26, 2025The Office of Fossil Energy and Carbon Management gives notice of receipt of an Application filed November 17, 2025, by Plaquemines Expansion, LLC (Plaquemines Expansion), seeking long-term multi-contract authorization to export domestically produced liquefied natural gas (LNG) up to the equivalent of 1624.25 billion cubic feet of natural gas per year to Free Trade Agreement (FTA) countries, and to Non-Free Trade Agreement (NFTA) countries. Plaquemines Expansion proposes to export LNG from its proposed Plaquemines Expansion Project site, to be interconnected with the existing Plaquemines Terminal, on the west bank of the Mississippi River in Plaquemines Parish, Louisiana, to any country that has, or in the future will have, the capacity to import LNG via ocean-going carrier, with which the United States has, or in the future enters into, an FTA requiring national treatment for trade in natural gas, and/or NFTA countries, with which trade is not prohibited by U.S. law or policies. Authorization is requested for a 20-year term, commencing on the date of first commercial export, for both the FTA and NFTA authorizations. Plaquemines Expansion requests this authorization on its behalf and as agent for other parties who hold title to the LNG at the time of export. A Federal Register Notice will be issued for the NFTA portion of this application.
