Awarded DOE IDIQ Energy Savings Performance Contract Projects

The Federal Energy Management Program (FEMP) collects, analyzes, and publishes data for awarded U.S. Department of Energy (DOE) indefinite-delivery, indefinite-quantity (IDIQ) energy savings performance contract (ESPCs) projects. ESPC projects provide many benefits including:

  • Demonstrate leadership in government efficiency
  • Focus on retrofits for resilience of facilities
  • Invest in strengthening infrastructure
  • Help create jobs.

455 DOE IDIQ ESPC projects (including major project modifications) have been awarded since 1998. Nearly $8.9 billion has been invested in federal energy efficiency and renewable energy improvements. These improvements have resulted in approximately $19.3 billion in cumulative energy cost savings and approximately 633 trillion Btu in life cycle energy savings for the federal government.

From Fiscal Year 1998 to 2026, the DOE ESPC IDIQ Program reached the following milestones. Project Investment: $8.9 billion. Guaranteed Cost Savings: $19.3 billion. Awarded Contract Value: $18.9 billion. Energy Savings: 33.8 million BTu per year. Water Savings: 6.3 billion gallons per year. More than 71-thousand job-years created. Projects in all 50 states, plus U.S. territories and international.

Program Milestones Achieved

2023 marks the 25th anniversary of the first-ever, FEMP-awarded and administered ESPC.

What began as a pilot program conceived, designed, and implemented by FEMP, ESPCs have now become one of the most widely used project financing methods for the federal government. The ESPC program has achieved a remarkable $8 billion in project investments with no end in sight!

Fiscal year (FY) 2020 is the most successful year in the history of the DOE IDIQ ESPC program. The total ESPC project investment value for FY 2020 is nearly $842 million, which is the third consecutive record year in DOE ESPC program history. The total ESPC project investment value for FY 2019 is nearly $819 million and for FY 2018 is nearly $810 million.
