Document serves as a template for the letter agencies can use to notify an energy service company of an agency's intent to award an energy savings performance contract (ESPC) under the U.S. Department of Energy (DOE) indefinite-delivery, indefinite-quantity (IDIQ) ESPC. There are two versions included in the template: the traditional DOE ESPC Gen 4 IDIQ path (PA Report + IGA) and the EPC Direct strategy (IGA without a PA Report).
