Lisa A. Bennett (Ross County)

Ms. Bennett is a teacher at the Chillicothe City Schools.  She received a Master of Education from Ashland University and a Bachelor of Science from Ohio University.  Ms. Bennett has an interest in environmental and public health issues.  She resides in Chillicothe, Ohio, and was appointed to the board in June 2014. Lisa is serving as the Board Co-Vice Chair.

Robert Berry (Scioto County)

Mr. Berry is a quality control specialist for the Desco Federal Credit Union in Portsmouth, Ohio.  Mr. Berry serves as treasurer for Friends of Shawnee State Park.  Mr. Berry has an Associate’s degree in Accounting from Shawnee State University and a Bachelor’s degree in Business Administration from Ohio University.  He has an interest in economic development and business issues.  Mr. Berry resides in Portsmouth, Ohio, and was appointed to the board in June 2014. Bob is serving as the Board Chair.

Todd A. Burkitt (Pike County)

Dr. Burkitt is the superintendent of the Scioto Valley Local School District.  He holds a Doctorate of Education/Administration from California Coast University, a Master of Education from University of Dayton, and a Bachelor of Education from Ohio University.  Dr. Burkitt serves on the Adena Pike Hospital Board.  He has an interest in environmental and economic development issues.  Dr. Burkitt resides in Piketon, Ohio.

Bradley Burns (Pike County)

Currently retired, Mr. Burns previously worked as a project manager in plant maintenance at Williams Service Group.  He is a former president of the board of directors at Goodwill and serves on the Ross County Shrine Club.  Mr. Burns has an interest in labor and environmental issues.  A high school graduate, he has certifications in asbestos and lead abatement.  Mr. Burns resides in Waverly, Ohio.

Maddeline C. Caudill (Scioto County)

Ms. Caudill is a retired OSHA Assurance Specialist.  She previously worked at Goodyear Atomic Corporation, Martin Marietta Energy Systems, DOE and the United States Enrichment Corporation (USEC) in various capacities.  She is a former member of the Portsmouth City Council and current board member of Compass Community Health.  Ms. Caudill has an interest in civic and environmental issues.  A high school graduate, Ms. Caudill resides in Portsmouth, Ohio, and was appointed to the board in June 2014.

Carlton L. Cave (Scioto County)

Currently retired, Mr. Cave previously worked as a state-certified electrician for the Southern Ohio Correctional Facility.  He is currently an associate grand chaplain at the Prince Hall Masons.  He has an interest in economic development and minority issues.  He resides in Portsmouth, Ohio, and was appointed to the board in June 2014. Carlton is serving as the Board Co-Vice Chair.

Jody B. Crabtree (Pike County)

Mr. Crabtree is a laborer at the Laborers’ International Union of North America Local #83 and serves as an auditor.  A high school graduate, he has received training in hazardous waste and asbestos remediation.  He is interested in environmental and economic development issues.  Mr. Crabtree is a lifelong resident of Pike County and has expressed interest in seeing that the cleanup mission moves forward at the Portsmouth site.  He resides in Piketon, Ohio.

Dennis J. Foreman (Pike County)

Mr. Foreman is a teacher at the Zane Trace Local Schools.  He received a Bachelor’s degree in Social Science Education from Shawnee State University.  Mr. Foreman is a member of the Pike County Dogwood Festival and serves on the Piketon Village Council.  He is interested in economic development issues.  A resident of Piketon, Ohio, Mr. Foreman would like to be a voice for citizens in the future development of the Piketon area for the next generation.

Wade R. Fraley (Scioto County)

Mr. Fraley is the owner of Ohio Pest Control.  He is certified in pest control.  Mr. Fraley is a member of the Pike County Chamber of Commerce and the Pike County YMCA.  He is interested in county government and public health care issues.  Mr. Fraley resides in Lucasville, Ohio.

Turman L. Helton (Pike County)

Mr. Helton is retired safety consultant from General Electric Aircraft Engines.  He has a communications certificate from the U.S Army Communications School.  Mr. Helton is a member of the Ross/Pike County Educational Service Center, the Pike County Shrine Club, the Beaver Lions Club and the Pike County YMCA.  He has an interest in environmental and economic development issues.  Mr. Helton resides in Beaver, Ohio.

Charlene Payne (Ross County)

Dr. Payne retired from the Ohio Department of Rehabilitation and Correction where she was employed as an administrator and deputy warden. She is a former school board member of both the Chillicothe City Schools and Pickaway-Ross Career Technical Center, holds membership in the National Association for the Advancement of Colored People (NAACP). Dr. Payne serves as a trustee in her church, the "historic" First Baptist Church of Chillicothe. She holds a Bachelor of Science in Elementary Education from Hampton University, a Master of Education in Student Personnel and Counseling from the University of Louisville, and Doctorate in Higher Education and Administration from Michigan State University. She has an interest in environmental, public health and economic development issues. Dr. Payne resides in Chillicothe, Ohio with her husband, Mal, and was appointed to the board in June 2014.

Cynthia M. Quillen (Scioto County)

Ms. Quillen is an Emergency Management Specialist for Fluor-BWXT Portsmouth.  She holds a Bachelor’s degree in Business Administration from Shawnee State University.  Ms. Quillen is interested in county/city/tribal government, public health and economic development issues and historic preservation of the D/D site.  Cynthia is a member of the Scioto County Local Emergency Planning Committee. She resides in Portsmouth, Ohio.

Jimmy E. Smalley (Scioto County)

Mr. Smalley retired from USEC in 2012 where he worked for 23 years.  He holds an Associate’s degree in social science from Shawnee State University.  Mr. Smalley has an interest in environmental and economic development issues.  He resides in Lucasville, Ohio.

Beckie J. Thomas-Kent (Pike County)

Ms. Thomas-Kent is an administrative assistant for Insolves, a subcontractor to DOE.  She received an Office Management Certification and Business from Shawnee State University.  Ms. Thomas-Kent has an interest in educational, minority, labor, and economic development issues.  She resides in Waverly, Ohio.

Judy R. Vollrath (Jackson County)

Ms. Vollrath is an administrative assistant for Mid-America Conversion Services (MCS).  She received a Bachelor of Business Administration in Computer Systems from Ohio University.  Ms. Vollrath has an interest in environmental, public health and economic development issues.  She resides in Jackson, Ohio, and was appointed to the board in July 2015.
