On June 21, 2024, an Administrative Judge determined that the Individual's access authorization should not be granted under 10 C.F.R. Part 710. The Local Security Office (LSO) received potentially derogatory information regarding the Individual's personal conduct and psychological state. Although the record indicates that the Individual engaged a therapist per the DOE Psychologist's recommendations, the Individual failed to mitigate the stated Guideline I concerns. As the LSO alleged the same disruptive behavior under Guideline E, the security concerns presented by the Individual's behavior were address under Guideline I and not Guideline E.
