Overview
The Department of Energy (DOE) Office of the Chief Information Officer (OCIO) Resources Management Division is responsible for identifying, acquiring, and overseeing widely used commercial software licenses, IT support services, and IT strategy and governance. These activities support the DOE’s mission in accordance with Federal Acquisition Regulations.
IT acquisitions are available across the entire DOE complex, which includes Field Sites, selected National Laboratories, Power Administrations, and all DOE contractors, including Management and Operating (M&O) contractors. For IT Support Services Blanket Purchase Agreements (BPAs), engagement must be facilitated through a federally certified contracting officer.
Objectives
- Leverage the collective buying power of the DOE complex to minimize procurement costs.
- Reduce total acquisition costs (TAC).
- Streamline the IT acquisition lifecycle to minimize internal administrative costs.
- Support Departmental socioeconomic goals.
The OCIO’s enterprise-wide acquisition portfolio encompasses CIO Business Support Services (CBOSS), IT Strategy and Governance (PSGSS), and Software licenses (Enterprise-License Agreements, or ELAs).
IT Support Services (CBOSS)
CBOSS is a first-consideration, single-award IT Products and Services BPA. It is designed to enhance the DOE’s mission through the delivery of best-in-class Information Technology Support Services. CBOSS is a department-wide vehicle accessible to DOE Staff Offices, Program Offices, Field Offices, and selected National Laboratories.
IT Strategy and Governance (PSGSS)
PSGSS is a single-award BPA that supports the OCIO’s executive office, resources management, and policy and governance functions. PSGSS is a department-wide vehicle available for use by all DOE Federal Contracting Officers.
Software licenses (Enterprise-License Agreements)
Enterprise-License Agreements (ELA) manage the identification, acquisition, and oversight of widely used commercially available software licenses. Current ELAs include:
- AWS
- Google
- Microsoft
- Oracle
