Overview
OCIO Resources Management Division oversees and manages the process for the efficient and effective acquisition of IT resources needed to support the corporate mission in accordance with Federal Acquisition Regulations. The Acquisition Management Office sponsors the DOE Enterprise Agreement Leveraged Solutions (DEALS) Program.
DOE Enterprise Agreement Leveraged Solutions
The Department of Energy (DOE) Office of the Chief Information Officer (OCIO) manages the DOE Enterprise Agreement Leveraged Solutions (DEALS) Program, which facilitates the identification, acquisition, and oversight of widely used commercially available software licenses, IT Support Services, and IT Strategy and Governance.
The DEALS Program is available to the DOE complex at large, including Field Sites, National Laboratories and Power Administrations, and all DOE contractors, including Management and Operating (M&O) contractors. For IT Support Services BPAs, you must work through a federal certified contracting officer; if your office doesn’t have one, please contact DEALS@hq.doe.gov to discuss alternative options.

DEALS Program Objectives
- Leverage the buying power of the DOE complex to minimize procurement costs
- Reduce total acquisition costs (TAC)
- Streamline the IT acquisition lifecycle to minimize internal administrative costs
- Support Departmental socioeconomic goals
The OCIO enterprise-wide acquisition portfolio for the various DEALS categories includes CIO Business Support Services (CBOSS), IT Strategy and Governance (PSGSS), and Software licenses (Enterprise-License Agreements (ELA)).
IT Support Services (CBOSS)
CIO Business Support Services (CBOSS) is a first-consideration, single-award IT Products and Services Blanket Purchase Agreement (BPA) designed to strengthen DOE’s mission through the delivery of best-in-class Information Technology Support Services. CBOSS is a department-wide vehicle, available for use by DOE Staff Offices, Program Offices, Field Offices, and select National Laboratories.
IT Strategy and Governance (PSGSS)
Policy, Strategy, and Governance Support Services (PSGSS) is a single-award BPA that supports the areas of OCIO executive office, resources management, and policy and governance. PSGSS is a department-wide vehicle, available for use by all DOE Federal Contracting Officers.
Software licenses (Enterprise-License Agreements (ELA))
Enterprise-License Agreements (ELA) manage the identification, acquisition, and oversight of widely used commercially available software licenses. Current ELAs include:

- Microsoft
- Oracle
