Federal Utility Energy Service Contract Training: From Contract to Completion (Pre-FUPWG Offering)

This one-and-a-half day training, held prior to the Federal Utility Partnership Working Group (FUPWG) seminar, provides federal agency staff and utility representatives with a comprehensive overview of utility energy service contracts (UESCs) from fundamentals through project completion. 

Participants will explore how UESCs can reduce operational costs while addressing critical infrastructure priorities, learn how and why agencies may contract directly with serving utilities, and gain practical knowledge of the project development and execution process. The training covers content from across the full UESC project life cycle, equipping attendees with the tools and best practices needed to successfully develop, award, and manage implementation of UESC projects.

Priority registration will be given to contracting officers, contracting specialists, and other federal employees. Attendees from private industry will be admitted as space allows. Please note that registration for this training is separate from registration for the FUPWG seminar. 

Learning Objectives

  • Explain what UESCs are, how they work, and how they can be used to reduce federal facility operational costs and address infrastructure priorities without upfront appropriations.
     
  • Identify the legislative authorities and policies that allow agencies to contract directly with serving utilities to implement UESCs.
     
  • Outline the UESC project development process, from preliminary assessment and project scoping through energy conservation measure selection and contract award.
     
  • Describe how UESC projects are financed, how savings are used to fund project costs, and how financial risk is allocated between the federal agency and the utility.
     
  • Explain the concept of performance assurance in a UESC and the fundamental elements of a Performance Assurance Plan.
     
  • Describe roles, responsibilities, and core activities during construction and the performance period and identify FEMP resources available to support long-term project management.
