Background Information
On September 29, 2025, the U.S. Department of Energy (DOE) announced up to $525 million to expand and reinvigorate America’s coal industry, aiming to boost energy production and support coal communities nationwide. The Broad Agency Announcement (BAA) supports President Trump’s Executive Orders, Reinvigorating America’s Beautiful Clean Coal Industry and Strengthening the Reliability and Security of the United States Electric Grid, and advances his commitment to restore U.S. energy dominance.
Eligibility
Eligible applicants include institutions of higher education, for- and non-profit entities, DOE National Laboratories, state and local governments, and Indian Tribes.
Topic Areas
This funding opportunity has two topic areas:
- Coal Commissioning, Recommissioning, Retrofitting, and Modernization Projects
- Rural Capacity and Energy Affordability Coal Projects
Funding
DOE expects to award up to $350 million in federal funding under Topic 1 and up to $175 million under Topic 2, with up to five awards under each topic and a minimum of 50% cost-sharing from the awardees.
