Sandra Logan is an accomplished technology executive with over two decades of dedicated service to the United States as both a military member and public servant. Sandra was approved as the Acting Deputy CIO in September 2025. In addition, she continues in the role of Director of the Enterprise IT Policy & Governance Office within the Department of Energy’s Office of the Chief Information Officer (OCIO). In this role, she provides strategic leadership in advancing the Department’s mission-critical initiatives through robust IT governance, policy formulation, and enterprise-wide collaboration.
Throughout her career, Sandra has demonstrated expertise in information technology management, contract oversight and administration, and leveraging technology to enhance healthcare systems. Prior to joining the DOE, she served as Director of Contract Management Oversight and Governance at the Defense Health Agency (DHA), where she oversaw contract portfolio management for multi-billion-dollar enterprise programs such as MHS GENESIS and the Electronic Health Record (EHR) platform, positively transforming healthcare delivery for service members, veterans, and their families worldwide. Her leadership at DHA showcased her ability to drive complex initiatives with precision and impact.
A recognized leader in the technology sector, Sandra has held influential roles including Senior Advisor to the Chief Information Officer (CIO) of AmeriCorps and Deputy CIO at the National Institutes of Health/National Institute of Mental Health (NIH/NIMH). These positions reflect her ability to steward strategic IT programs across diverse federal agencies and deliver transformative results.
Sandra’s commitment to service extends beyond professional accomplishments. She proudly served as an active-duty United States Marine, embodying resilience, discipline, and teamwork in her approach to leadership.
