Sandra Logan is an accomplished technology executive with over two decades of dedicated service to the United States as both a military member and public servant. Sandra was appointed Acting Deputy Chief Information Officer (DCIO) in September 2025. In this role she provides strategic leadership in advancing the Department’s mission-critical initiatives through robust IT governance, policy formulation, and enterprise-wide collaboration. In addition, she continues in the role of Director of the Enterprise IT Policy & Governance Office within the Department of Energy’s Office of the Chief Information Officer (OCIO).
A recognized leader in the technology sector, Sandra has held influential roles including Director of Contract Management Oversight Governance at the Defense Health Agency (DHA), where she oversaw contract portfolio management for a multi-billion-dollar enterprise; Senior Advisor to the Chief Information Officer (CIO) of AmeriCorps; and Deputy CIO at the National Institutes of Health/National Institute of Mental Health (NIH/NIMH). These positions reflect her ability to steward strategic IT programs across diverse federal agencies and deliver transformative results.
