
Deputy Director
Dave Parsons is Deputy Director of the Grid Deployment Office, overseeing the Environmental Reviews, Permitting, and Resource Adequacy division. He leads GDO’s efforts to ensure the electric system can reliably meet electricity demand by enhancing the performance and function of electricity markets, supporting operations of critical nuclear and hydroelectric generation facilities, and executing Department of Energy authorities for Federal transmission permitting, including Presidential permits and authorizations for cross-border electric operations.
He previously served as the Senior Advisor for Grid Modernization, providing strategic program and policy leadership for $14 billion in grid innovation, resilience, and disaster recovery investments supporting over 800 state, tribal, territory, and electric industry stakeholders. Prior to joining DOE, he served as Chief of Policy and Research for the State of Hawaii Public Utilities Commission, where he directed the Commission's financial and economic analysis, policy design, and regulatory strategy across 1,800 regulated businesses in the electric, gas, telecommunications, and transportation sectors.
He holds an A.B. in economics and environmental studies from Bowdoin College and a Master of Environmental Management from Yale University.
