
Dr. Kenneth R. Vincent brings 17 years of DOE service to his role in CESER, leading the Office of Petroleum Reserves. Most recently, he served as the Director of the Office of Asian Affairs in the Office of International Affairs. In this role, he managed the Department’s relations with the Indo-Pacific region. This included advising the Secretary and other senior officials, supporting the U.S. government’s foreign policy process, and representing the United States abroad.
Previously, Dr. Vincent served the Chief of Staff in DOE’s Office of Fossil Energy when it housed the Office of Petroleum Reserves as well as the fossil energy research and development portfolio and natural gas export authority. Prior to that, he worked as an Economist for the Office of Petroleum Reserves, where he tracked global markets and led long-term planning for the Strategic Petroleum Reserve program. He began his career at DOE with the U.S. Energy Information Administration as an oil market analyst.
Dr. Vincent holds a B.A. in Foreign Affairs from the University of Virginia, a Master of International Affairs from the Bush School of Government and Public Service at Texas A&M University, and a Ph.D. in International Relations from George Washington University. His Ph.D. dissertation entitled “The Strategic Determinant of Oil Stockpiling Behavior” focused on the SPR. He is also an adjunct professor at the Bush School’s D.C. campus, where he teaches a graduate seminar on energy security.
