We're excited to unveil the Department of Energy's (DOE) inaugural Enterprise Data Strategy. This Strategy, applied to fiscal years ’25 through ’28, is a pivotal framework designed to elevate data practices across the DOE complex. It aims to strengthen the critical activities and applications that drive informed decision-making for our vital missions. In today's world, data must serve as a strategic asset and a crucial enabler for our enterprise.
Our Data Strategy ensures DOE's compliance with key legislative statutes, national security requirements, and administrative orders, including but not limited to the Foundations for Evidence-Based Policymaking Act (Evidence Act) of 2018 and the Federal Data Strategy. The Strategy also aligns with Artificial Intelligence (AI) Executive Orders to ensure cohesion with the forthcoming DOE AI Strategy. Serving as a distinct yet complementary framework, this Data Strategy ensures data governance, security, and preparedness in support of and in concert with AI governance and implementation.
This milestone would not have been possible without the invaluable contributions of hundreds of individuals across DOE’s Program and Staff Offices, Power Marketing Administrations, National Laboratories, Field Sites, and Plants, and the unwavering commitment of the Office of the Chief Information Officer (OCIO) and broader Departmental leadership. This journey began with the appointment of DOE’s first dedicated Chief Data Officer in 2023. Over several months, the Enterprise Data Management (EDM) Program led a comprehensive process to ensure the strategy's alignment and applicability across all levels and mission areas within DOE.
In parallel to publishing this strategy, key data stakeholders and teams across DOE, in partnership with the EDM Program, have been diligently working behind the scenes to define and execute a supporting implementation plan, which began with the start of FY ‘25.
This Strategy serves as a foundational guide to managing the data lifecycle, ensuring appropriate data use, providing effective security, and enabling advanced analytics. This unifying, 4-year roadmap will unlock the full potential of our data, supporting our DOE missions and nation for decades to come.
