Background Information

On January 29, 2024, the U.S. Department of Energy’s (DOE) Office of Fossil Energy and Carbon Management (FECM) released a Request for Information (RFI) that seeks input intended to assist DOE in the planning of priorities and initiatives to catalyze the development, demonstration, and deployment of carbon capture, conversion, and storage technologies to decarbonize America’s industrial sectors. Large-scale deployment of carbon management infrastructure is crucial to meeting the Biden-Harris Administration’s ambitious climate goal of achieving a net-zero emissions economy by 2050, while also delivering a healthier environment and economic opportunities for our communities and workers. This plan will supplement the material included in the September 2023 DOE report, Pathways to Commercial Liftoff: Industrial Decarbonization.

This is a request for information only and DOE is not accepting application at this time. DOE may use information collected from this RFI for internal planning and decision-making purposes.

The deadline to submit responses for this request for information has closed.

Who Should Comment?

FECM seeks comments from industry, investors, developers, academia, research laboratories, government agencies, potentially impacted communities, and other stakeholders. Input is encouraged from both domestic and international entities.

DOE is also interested in sector-specific input from domestic and international companies in hard-to-abate sectors, including:

  • Cement
  • Refining and Petrochemicals
  • Ammonia
  • Iron/Steel
  • Aluminum
  • Glass
  • Lime
  • Pulp and Paper
  • Soda Ash
  • Liquefied Natural Gas (LNG)

Areas of Interest

The purpose of this RFI is to solicit on potential industrial carbon capture demonstration and deployment projects and their associated locations, including potentially ideal locations for these projects in the United States, all while considering the urgent need for a clean and equitable energy transition to address the climate crisis, environmental justice, a just transition for workers, and impact to Tribal and marginalized or overburdened communities.

DOE is requesting input related to the Scope 1 CO2e emissions and their potential for mitigation using carbon capture, use, and storage for the specific industrial sectors. Scope 1 emissions are direct greenhouse emissions that occur from sources that are controlled or owned by an organization (e.g., emissions associated with fuel combustion in boilers, furnaces, vehicles).
