IT Portfolio Management (ITPfM)

What is IT Portfolio Management? The Office of Management and Budget (OMB) Circular A-11, Section 55, defines IT Portfolio Management (ITPfM) as "a decision-making process for ensuring IT investments integrate strategic planning, budgeting, procurement, and IT management in support of agency missions and business needs."

Who's Responsible for DOE IT Portfolio Management? The Office of the Chief Information Officer (OCIO) oversees the DOE IT portfolio. Departmental IT portfolio management, policy, and budget formulation are governed under the framework of the Cyber and IT/OT Executive Council (co-chaired by the Deputy Secretary and the CIO) and the Information Management Governance Board (IMGB) (chaired by the CIO). The IMGB serves as the primary collaborative body for Department-wide information technology, ITPfM, and portfolio management.

The Folio Portfolio Management System Folio is a government-wide, government-owned technology system and web-based shared service application utilized by DOE to manage IT investments. Folio training is provided periodically throughout the year and is specifically designed for personnel inputting data into the system and managing Major, Non-Major, and Standard IT Investment reporting. The training explains Folio functionality and provides guidance on how to report these specific investment categories.
