The U.S. Department of Energy (DOE) is proposing to provide federal funding to the Sustainable Manufacturing Innovation Alliance to establish the Clean Energy manufacturing Innovation Institute for Reducing EMbodied-energy And Decreasing Emissions (REMADE) in Materials Manufacturing. The Institute is planned as a consortium established under a Cooperative Agreement with the DOE comprised of national labs, universities, trade organizations and foundations, and companies. The three primary goals of REMADE are to 1) develop technologies capable of reducing energy emissions through a reduction in primary material consumption and an increase in secondary feedstock use in energy-intensive industries, 2) develop technologies capable of achieving feedstock “better than cost and energy parity” for key secondary materials, and 3) promote widespread application of new enabling technologies across multiple industries. The REMADE institute has been organized around five nodes. Four of the nodes are aligned to the material lifecycle stages: a) Design for Reuse/Disassembly, b) Manufacturing Materials Optimization, c) Remanufacturing and End-of Life (EOL) Reuse, and d) Recycling and Recovery. A fifth node, Systems Analysis and Integration, would develop a consistent set of protocols, datasets, and tools for quantifying material flows and the lifecycle impacts of Institute activities. This project has five budget periods but only initial project activities within Budget Period 1 (BP1) have been defined. This NEPA Determination is specific to BP1 activities. Further NEPA review will be required for the remaining budget periods and additional activities once those activities have been defined and negotiated.

All of the proposed BP1 project activities would consist exclusively of intellectual, academic, analytical activities and technical advice/assistance. These activities would include the establishment of the REMADE headquarters facility and administrative offices for each node, hiring of key REMADE staff, formal engagement with REMADE members, finalization and execution of the Intellectual Property Management Plan and Member Agreement, establishment of institute operational procedures, formation of relevant institute committees, and creation of various plans, and work to develop an Education and Training Portal.
