William Conwell

William Conwell serves as the Associate Administrator for Budget and Accounting at NNSA. In this role, he is responsible for the planning, programming, budget execution, and evaluation of NNSA’s $30 billion+ budget. He provides critical support to the agency’s programs through cost estimating, business case analysis, and analysis of alternatives. He leads a team of more than 100 who are integral to NNSA’s missions.

Mr. Conwell previously served as the Deputy Associate Administrator for Budget, where he executed a major reorganization of NNSA’s budget planning process. As the Assistant Deputy Administrator for Decision Support, he led strategic planning, programming, budget formulation, and analytical support for the Office of Defense Programs. His team annually produced the 25-year plan and the 5-year budget request for the nation’s nuclear weapons stockpile while conducting all supporting analysis and cost estimates and executing an annual budget of over $7 billion. Before that, as the Director of Strategic Planning and Programming, he was responsible for writing the Stockpile Stewardship and Management Plan and conducting the planning and programming in Defense Programs.

Prior to joining NNSA in 2009, Mr. Conwell served in the U.S. Army. His assignments included the Joint Staff J3 at the National Military Command Center in the Pentagon, where he trained and evaluated the Nuclear Command and Control Staff of the Combatant Commands. He also represented U.S. Forces Korea in Host Nation Burden Sharing Agreement negotiations with the government of South Korea. A veteran of Operation Desert Storm and Operation Iraqi Freedom, he began his career as an Air Defense Officer. 

Mr. Conwell earned a Ph.D. in physics from the New Mexico Institute of Mining and Technology, an M.S. in physics from the University of Virginia, and a B.S. in engineering physics (nuclear) from the United States Military Academy.
