Associate Administrator for Management and Budget

Frank Lowery is the Associate Administrator for Management and Budget for the National Nuclear Security Administration (NNSA), a semi-autonomous agency within the U.S. Department of Energy that enhances national security through the military application of nuclear science.  He leads the NNSA team that includes the offices of Budget and Financial Management, Human Resources, Business Services, Learning and Career Management, and International Operations.  A member of the Senior Executive Service in NNSA since March 2012, he also served as the Department of Energy’s Deputy Chief Human Capital Officer; NNSA’s Deputy Associate Administrator for Management; and NNSA’s Deputy Associate Administrator for Defense Nuclear Security.  Prior to entering Federal service, he served in the U.S. Navy Submarine Force.

Mr. Lowery has established a superb leadership record in organizations that support national security and the national security industrial base. His four decades of experience, much of it associated with nuclear-powered submarines and nuclear weapons, includes service in the Atlantic and Pacific fleets on fast attack and strategic deterrent submarines.

A certified professional engineer, he developed specialized skills in technical, business, and personnel management through his integral involvement in Seawolf and Virginia Class submarine delivery programs and oversight of the 25 nuclear-powered fast attack submarines that operate in the Atlantic Fleet.

Mr. Lowery earned his Bachelor of Science degree in marine engineering from the U.S. Naval Academy and his Master of Engineering Management degree from Old Dominion University.
