Western Area Power Administration prepared an EIS, with the U.S. Forest Service, Bureau of Land Management, and Grand County (Colorado) as cooperating agencies, to evaluate the potential environmental impacts of rebuilding a 12-mile, 69‑kV electric transmission line in Grand County. The proposed project would rebuild the single-circuit line as a double-circuit transmission line and add a second power transformer. Western identified potentially significant impacts while preparing an EA for this proposal (DOE/EA-1520) and prepared an EIS instead of completing the EA.
