This environmental impact statement analyzes the Bonneville Power Administration's proposal to purchase electrical power from a proposed privately-owned combustion-turbine electrical generation plant in Washington. The plant would be fired by natural gas and would use combined-cycle technology to generate 240 average megawatts of energy.
