The Western Area Power Administration prepared this EIS to evaluate the potential impacts of actions proposed to expand the bidirectional capability of the Pacific Northwest-Pacific Southwest Intertie transmission system and to help serve California's need for economical power, the Pacific Northwest's desire to sell surplus power, and the need for maintaining and increasing the reliability of the existing transmission system. The scope of the EIS includes the California-Oregon Transmission Project, the Los Banos-Gates Transmission Project, and the Pacific Northwest Reinforcement Project.
