After issuing an EA and FONSI for the proposed construction and operation of a cellulosic ethanol plant in Treutlen County, Georgia, DOE determined that changes to the design and planned operation of the facility warranted a supplemental EA to assess the potential environmental impacts of the changes. The October 2007 EA was incorporated by reference into this supplemental EA.
