The U.S. Department of Energy (DOE) is proposing to provide federal funding to the University of California San Diego (UCSD) for the design, optimization, fabrication and testing of the metasurface solar concentrators. Proposed activities are generally laboratory-scale investigations; materials fabrication; data analysis; and in-lab testing to increase its lifetime using humidity and temperature testing. This NEPA review applies to all Budget Periods (BP) and activities proposed under this award.

Design and characterization of small-scale samples would be completed by UCSD at their lab and clean room facilities on campus in La Jolla, CA. Fabrication would be completed at both UCSD and Sandia National Labs (SNL) in Albuquerque, NM. SNL would complete in-lab testing of large-scale samples. The facilities in which lab work would occur are purpose-built for the type of activities being proposed. No change in the use, mission or operation of existing facilities would arise out of this effort. The facilities have all applicable permits in place, and would not need additional permits for the proposed activities.
