The Department of Energy (DOE) is proposing to provide funding to the Directorate of Public Works (DPW), DOD Army, Fort Campbell in support of the proposed “5MW Solar Photovoltaic Array on Abandoned Landfill #5” project. DOD Army, Fort Campbell is proposing to Construct a 5 MW Photovoltaic (PV) array at Fort Campbell to provide a reliable renewable energy resource. This project was selected by DOE under the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) Funding Opportunity Announcement (DE-FOA-0000901).
The recipient is a federal agency and is also required to comply with NEPA. This project has been assessed by the DPW, Environmental Division, NEPA Program Staff and considered categorically excluded under the provision of CX-C-1, 32 CFR part 651(“Construction of an addition to an existing structure or new construction on a previously undisturbed site if the area to be disturbed has no more than 5.0 cumulative acres of new surface disturbance. This does not include construction of facilities for the transportation, distribution, use, storage, treatment, and disposal of solid waste, medical waste, and hazardous waste.”). Additionally, this proposed project is addressed in an Environmental Assessment “Standard Practices for Construction Projects in the Cantonment Area” (May 2004). DOE has reviewed the NEPA documentation provide in Record of Environmental Consideration (REC) # 13-138 for the proposed 5MW Solar Array.
