Energy Efficiency and Conservation Block Grant Program. The City of Germantown's Energy Efficiency and Conservation Strategy is to develop the framework for the implementation of a Sustainable Energy Program to reduce the City's carbon footprint by retaining the services of a qualified professional energy consultant to identify areas within the City for energy savings and emission reduction and by replacing old inefficient traffic signal heads with new energy efficient equipment.
