Tracking Implementation of Executive Order 14042

When reporting awards and modifications issued on or after September 30, 2021, that implement the Safer Federal Workforce Task Force’s COVID-19 safety protocols to the Federal Procurement Data System (FPDS), enter "EO14042" (with no spaces or punctuation breaking up the EO identifier) at the beginning of the “FPDS Description” field in STRIPES, which populates the FPDS description of requirements field in FPDS on the contract action report (CAR). This code should be entered if the action being reported is (1) a new award (contract or order) that includes the required new clause; or (2) a modification to an existing award (contract or order) that incorporates the new clause. Additional information shall be entered into the “FPDS Description” field in STRIPES after the identifier with no further restrictions on spaces or punctuation to provide the actual description of the requirement for either the contract or the specific modification depending on the purpose of the modification.

Modifications or awards executed on or after September 30, 2021, but before the date of this PF, should update the record in FPDS as soon as possible.

The National Interest Action (NIA) Code for COVID (code P20C) should not be entered unless the award itself was issued in response to the pandemic
